The issue is caused by the LavaSoft AdAware that corrupts the communication with SQL server. Just uninstall the problematic component. In this case, it was product called Web Companion.

If the uninstallation is not the solution of the issue, you need to delete libraries that remain on your PC. You will find them under these paths:
